2025年10月29日，欧洲标准化委员会(CEN)发布了玩具安全标准EN 71-14的新版本：EN 71-14:2025《玩具安全 - 第14部分：家用蹦床》，取代前一版本EN 71-14:2018。标准EN 71-14:2025将最晚在2026年4月底前被赋予CEN成员国国家标准的地位，与其相冲突的国家标准将最晚在2026年10月底被取代。
与2018年版本相比，EN 71-14:2025没有重大的技术变更。主要围绕条款协调、安全细节和说明表述进行了细微调整，具体变化体现在以下四个方面：
1，删除EN 71-1豁免条款。EN 71-14:2018中原有的条款5.1 “Exemptions from certain requirements in EN 71-1”已被删除。这是因为新版的EN 71-1标准已经直接包含了针对家用儿童蹦床（适用于36个月及以上儿童）的相应豁免，因此旧有条款已无必要，此举确保了标准间的统一性。
2，放宽弹簧间隙要求。在条款5.4（卡夹与挤压危害 (Pinching and crushing hazards)）中，对弹簧受力后间隙的要求从2018年版的“不得大于3 mm”修改为“不得大于5 mm”。这一调整意味着在防止卡夹与挤压危害方面，新标准的要求更为宽松，也为制造商提供了更大的容错空间。
3，修订警示与标识规定。新标准对条款6（警示、标识与说明书 (Warnings, markings and instructions)）进行了修订，删除了部分警语，同时使部分警语的描述更为具体。制造商需要依据新标准的具体规定，更新产品的标签、包装和使用说明书，以确保符合要求。

4，更新附录以增强指导性。EN 71-14:2025的附录A（说明性附录）中对若干技术修改的理由和解释进行了修订。这些更新有助于更好地理解标准中技术要求调整的原因，对企业的合规性评估和风险评估具有积极的指导意义。
标准EN 71-14:2025目前尚未纳入玩具法规的协调标准，即尚未作为“可用于证明符合玩具安全指令2009/48/EC要求”的标准，但其预计将最晚在2026年4月底前被赋予CEN成员国国家标准的地位，与其相冲突的国家标准将最晚在2026年10月底被取代。该标准预计将会得到欧盟委员会批准，在欧盟《官方公报》(OJEU)上发布之后，被列为欧盟玩具安全指令2009/48/EC的协调标准。
对于家用玩具蹦床的制造商和经销商，建议密切关注EN 71-14: 2025转化为协调标准的进程，并尽早依据新标准更新产品的技术文件、标签及说明书，为标准切换做好充分准备。
